UKVI Clarifies Sponsorship position – April 2026

The Study Team at the Home Office reached out to UK Universities last week to clarify the requirements for official financial sponsorship. This comes amidst increased numbers of student visa applications relying on funding provided by non-national government bodies to demonstrate the required level of funds. UKVI have clarified that whilst students can demonstrate that funds to cover their study fees and living costs are being provided a third party, only the following are deemed as acceptable official financial sponsors: 

· His Majesty’s Government 

· the applicant’s national government 

· certain international organisations 

· approved universities 

· reputable international companies 

The communication went on to explicitly state that the following does not meet the definition of an official sponsor and therefore cannot be relied upon for the purposes of a Student visa application: 

· local authorities 

· regional or state governments 

· devolved administrations 

· state-owned or government-linked entities 

These guidelines are not new, but UKVI are becoming increasingly vigilant in scrutinising Financial Guarantee Letters. Notably this list excludes a number of legitimate regional and state government sponsored students, from countries such as Ghana and India, which impacts a number of UK Universities. There are however a number of things colleagues can do to ensure institutions remain compliant, whilst being open to receiving legitimate regional scholarship students from smaller or newer schemes. 

Adopt a clear Sponsored Student Policy 

This can be sent to all students who declare a financial sponsor ahead of time, to reiterate expectations and help them to prepare compliant paperwork ahead of time. Recommend non-accepted sponsors pay the student directly 

A number of established international sponsors already give students the option of paying funds to them or the institution (eg. COLFUTURO). By doing this, students will enrol as a self-funded student which negates the need to supply a financial guarantee letter – although the student will need to show they have the required funds available as part of the usual visa application requirement. You may wish to highlight these students in your systems for accurate data on sponsorship (as well as ensuring appropriate stewardship of the sponsor continues). 

Recommend full payment of fees upfront 

Whether sponsored or self-funded, full payment of fees upfront can be recorded on the CAS and negate the need for a Financial Guarantee Letter. This will be useful towards tuition fees, although students will still need to show adequate living costs (this can be lowered in some instances by pre-payment of accommodation in University halls, but not removed completely).
